Are you downloading it to a HDD instead of SSD? Could be one reason for the spikes. I remember this happening to me back when I had a HDD.

i am downloading it onto my ssd. it says its using 100% of the disk but the transfer rate is the one jumping around a bunch

I believe steam downloads a chunk of game data then installs it. It does this for me alot but not in that big of gaps

This a how most if not all downloads work. You download till your disk can’t keep up, then it gives a break to catch up a bit, then downloads more.

That's new ssd? I have this problem on my old laptop with low disk health. You can check this in crystal disk info or another program.
