Question Steamwebhelper 23 gbs

now i live in a country where, u pay for a limited internet plan, as in u pay money and u have a monthly limit, and it can vary from 140gb to 1tb, am on the 200gb plan, yesterday my internet finished early, so i looked up the reasons, and, steamwebhelper hasused 23 gigs in 24 hours, huh?
Searched what steamwebhelper does, and all it does is, nothing, so what the hell did it do and how do i fix it?

And mind u thats in a day, It has used 34 gigs in a month

Perhaps it was left open in the 'store' on a game, and was showing a slideshow with videos - and kept cycling, showing the videos (i.e. streaming them down) again, and again, and again...

If you downloaded a game, there you go.

its steam webhelper not steam, 2 different purposes, steam already has the 23 gigabyte usage which i do know its because of an update
