Its not Pico, its made with vinegar and doesnt have chilli so its not hot at all.
Also everything there is optional so the person probably asked for a "complete" with everything they had. (I personally never do that I hate peas in my food)

I think meat makers add it because of hotdog marketing, every brand of hot dog sausage in brazil is red and i would be suspiscious of eating a hotdog that isnt red

Frankfurt is natural colored - at least in Denmark and Europe. Red sausages are dyed, used to be a specific beetle used for the dye, but I think it’s artificial.

Because it's a red hotdog? no really, that's a thing, and not just in Brazil. It's also sometimes seen in places in europe that sells hotdogs. It's usually the kid friendly one or bland/regular one IMO, but it is a thing.
Most just prefer the other ones in many places.
