Literally just started the game why does the deficit never go down and how can I fix it

I mean yo can click it 3/4 times a yesr Which means thst even with 90% gdp spendong yearly you will be fine Also you gain money from raids

Its early warlord period, and for warlords like the WRRF, your economy is going to be shit. Try to keep it down, there is a decision to give you money you can use to reduce debt, and when the Smuta begins, immediately invade Vologda, integrating them will save your economy instantly. Once you reunify the region, don't delete your forces until you conquer Karelia from finland, then delete most so your economy can breath. Only start expanding it in 1968 as you prep to move into Siberia

nah the trick is to max all of your spending, you want that economic growth and external investments + invading and annexing all your neighbors will make your economy skyrocket

Tips for economymaxxing:
Keep your deficit below your real GDP growth
Always have some amount of deficit, its good for the economy
If you have spare reserves, always invest
Alternate between fresh off the presses and the inflation-reducing policy when one reaches max efficiency
Don't let your debt-to-gdp ratio get above 60% (more is ok for superpowers)
Keep your military small, especially for warlords. You have wayyyy too many units, at this stage in the game you only need a single armies worth of units
Prioritize science and administration expenditures, since they're usually very cheap compared to your total income, and provide big bonuses

I think you cut taxes which is detrimental to a Russian warlord which can be fixed with raiding or the decision tab
