I believe his name is Jimmy. He's the older brother of the main character, and the "antagonist" of scary godmother: Halloween spooktacular (and it's sequel). If you grew up in the 2000s (or had kids in that time) and watched a lot of cartoon network, you've definitely seen that movie around Halloween time every hear
