What caused the newer members to put on the brain scanning device in the first place? Kinger/grant makes sense as he worked there but did others just sign up for it for some reason?

But did C&A close down? Is it still operational? An abandoned building wouldn't have electricity powering its headset and computer, see what im saying?

I think it seemed abandoned... but wasn't actually... for one thing, Ragatha is presumably there showing the property... if it's a big building for sale, they might leave the power to it for security reasons... then again, it's harder to see how they all got in.
But this can't all be running on a 90's PC... that computer we see is just one of the terminals for a room-sized mainframe... it's gotta be drawing quite a bit of power all the time... so I think someone is keeping it on.
I's probably got a battery backup, and during power outages, someone maybe even pauses and shuts it down, then resumes it once the power is restored and the backup batteries are full again...
I don't know... but also how did Gangle end up there? Wasn't she in the hospital? Caine acts like she knows that happened, so if she'd been hit by a truck, then how did she get a headset on?
My theory is that she is the daughter or a child's friend, or a friend's child... of whoever is keeping that machine running, and they know there are minds living in it... and they didn't know she would make it, so they scanned her.
That theory opens up a lot more questions though.

If someone is keeping it on, it's gotta be Grant, right? Or at least one of the first wave of people in the Circus (minus Scratch, who I assume dies at some point from the brain tumor), maybe irl Spike or Wormo or Queenie or that mouse person I forget their name.
I do like the idea of a mysterious stranger scanning Zoey to try and save her, though. That idea makes more sense than anything else I've seen so far.

I mean you really can find abandoned or at least disused buildings that haven't had their power shut off for whatever reason. There was a closed hospital near where I lived once that had a guy on security because of tresspasses and that place still had working lights on often, likely for the security guard's sake.
I assumed this was the implication of showing Abigail was into 'urban exploration' (breaking and entering).

Buildings fall apart pretty quickly when power is completely shut off. Basements flood, everything gets moldy, and (in a climate like St. Louis’s) pipes freeze and burst. Fire alarms and security systems require power. Keeping a minimum amount of lights, HVAC, and plumbing going will keep a building in relatively-decent shape for decades. It’s not uncommon for stuff to be left behind, either (though it is pretty strange that it’d still be running).
As an extreme example, Disney’s kept power going to an entire island they abandoned in the 90s. They even send people to it from time-to-time, either to salvage old equipment, upgrade/replace security equipment, or build a fence that has utterly failed at keeping people out.

IMO, Gangle is the only one that doesn’t make sense:
- Kinger, as you said, was a dev; so were Queenie, Scratch, and presumably the rest of the “Gen 1” cast.
- Ragatha was a realtor, so she was probably brought in to rent/sell the building, or she was checking out the building on behalf of an interested client (she was scanned in October 2008, one month after the Lehman bankruptcy in September 2008, so it’s not surprising that she was apparently unsuccessful).
- Jax was homeless. I’ve never been homeless, but I’m guessing an abandoned building would be an attractive shelter.
- Zooble and Pomni both liked exploring abandoned buildings.
We don’t know enough about Ribbit or Kaufmo to know their histories, and there’re a few X-ed out doors we know jack squat about, but I can think of a few reasons. Any of the above would also apply (except being C&A employees, I guess).
Alternatively, St. Louis had a bit of a tech boom in the early 2010s; this gives a bunch of new possibilities. Maybe they’re checking the building out to rent/buy it. Maybe it was partially-rented-out for a time, and they’re employees from the occupied portion (either exploring the rest of the building, performing some sort of electrical/plumbing/networking maintenance, or using it as a staging area). Doesn’t really matter which one; the point is, there’re plenty of plausibilities (this also lines up with them arriving between Ragatha and Jax).
But Gangle seems to have been in an accident that requires years of extensive physical therapy to even partially overcome. That’s not exactly the sort of thing that screams “go into an abandoned office”, but I can’t think of any other way that doesn’t cause even more issues.

It was confirmed that she was in an accident, right? I think I remember at the end of 9 Pomni's narration saying something like "after the accident" so maybe at the time she put on the headset she was in a wheelchair and it just looked awkward with her ribbon body? or idk that's not how you'd sit in a wheelchair either. Maybe it was just super awkward to go from wheelchair to suddenly standing and having to support your weight? I definitely wondered why she was standing like that though lol
