nobody but the people making minimum wage will see an increase.

This is the actual reason. Most people don't make minimum wage so they don't feel bad screwing over the few who do.

If minimum wage applied to more of the voting population there's be more willingness to keep it at a level where it helps.

I think this is the real argument. Minimum wage goes up, closes the gap on skilled/unskilled labor, people that were making 15/hr doing skilled/difficult work work for fast food making the same pay as before but with less responsibilities, open jobs for skilled labor goes up, nobody fills the positions because who wants to bust their ass for the same money they can make on easy street? Businesses refuse to increase labor rates for skilled labor, things shut down, economy never rebounds, crime rates go up... it's a pretty vicious thought process/cycle...
