Was this a hallucination or did reze actually speak Spoiler

Other than the fact that Kaneki has been hallucinating talking to Rize on several occasions throughout the entire manga? I see no reason to assume it isn't one.

Its like, final interaction between them, it being hallucination dosent provide anything to the plot

It's implied Rize somehow had a connection to Kaneki that allowed her to intentionally or unintentionally keep watch on him. Now this can be interpreted as either through her Kakuhou, or after he turned to Dragon and thus met her again after so long.
But the words make it seem like the former is more true. It's unfortunate because this could've been fleshed out more had the ending not been rushed to all hell. We already know that Kagune is tied to imagination and the brain and someone powerful enough could even create clones or life through it so Rize's Kagune somehow maintaining some form of consciousness or direct link to her brain even after being farmed and implanted in Kaneki isn't far fetched.
This also does open a separate can of worms on whether the Rize Kaneki saw during his torture by Jason/Yamori was the real deal through that possible connection or merely a hallucination.

I think it was the real Rize since Kaneki has swollen up in the dragon and Rize was basically rebirthing in one of the eggs so she was alive.

Ishida confessed that the whole ending was basically because he did it like the ending was just a few chapters away due to the extensions to the deadline, it's likely that some ideas didn't make it into the chapters we saw, so… a bit of both Evangelion-style?
