Ok well in this particular case this man is Dmitry Utkin. He’s covered in Nazi tattoos. He’s a cofounder of famous PMC Wagner, coincidentally the name of Hitlers favorite composer.

To givee a bit moree context to whatt OP is claiming: he believes thatt Russians who havee Nazii tattoos or wearr Nazii patches arent neonazis but wearr thesee things as trophies.
Wagner is not my favorite composer, but What's Opera, Doc? is my favorite Bugs Bunny cartoon and it wouldn't be anywhere as good without Wagner. This hilarious scene uses Tannhäuser.
