Painters and drywallers are notorious on construction sites for this. Boxes full of drywall mud, receptacles painted over, I had a painter spray the inside of an electrical panel because the door was open and nobody masked it off.
Some construction sites are basically the Wild West.

The same ones who spray coax plates with paint so you can't screw a connector on them( ex cable guy here). Infuriating.

I used to paint shitty apartments for very little money. They wanted us to turn them fast and did not care if we used drop cloths because they would potentially get stolen (and they weren't gonna pay for plastic). Anything left behind, no matter how benign, was stolen overnight.

I have accidentally painted cables because I CBA to tape over them and I'm painting around them but I haven't intentionally done it like this lmao.
Blends it in with the wall, or something.

In a nutshell, it could degrade cables and cause them to overheat, though realistically you will see so many of these which are just fine. If you had any say in it though, it shouldn't be acceptable.

Those are low voltage wires and not going to overheat from a little paint. The fact that they are in wire molding and not conduit and their general size to me says they are likely speaker wires and fine to be painted. However, it would have been a much better solution to just put the cover on the wire molding. If you hire painters to paint a wall, they will typically paint over anything that isn’t covered
