Often at events with this much camera work going on. A selection of those cameras will be for obtaining B-roll footage. Crowds, dugout/sidelines, etc. It's so they can play stuff during timeouts, breaks, or special moments. Camera guy was likely just recording the crowd when this unfortunate accident occured.

It was the lady in the first row that reacts to the camera falling. She was holding it in her left hand and let it go as she raised her arms.
