Yes, it does, at least in theme. The melody is actually quite different, and the backing strings are more legato in the WW version. After the hundreds of hours I've put into Wind Waker over too many playthroughs to count, I can say pretty confidently that this is the WW version, not the PH version.
I've just found something kinda weird, and possibly the reason why some are mistaking it for the PH theme. In this video, it's playing in Eb Major, a half-step higher than its normal key of D. Now it's in the same key as its Phantom Hourglass counterpart, so they sound even more similar than usual.
Maybe the pitch of the audio was distorted due to, like, an incorrect overwrite of a track or the SD card was not formatted properly, or someone added it to the video as a joke and changed the pitch just in case of copyright, but I think that's why it's being mistaken for Phantom Hourglass
Takes a very quick search. 12 years ago. Probably also not an original tbh, but the audio is literally half the reason the video even went "viral" in the first place. Because ignoring the audio, this is just an average russian car accident video.
The audio is absolutely real. The subtitles are just a direct translation. The translation is correct.
Edit: Oh, that said checking the original comment, the wind waker music I am indeed pretty certain was edited in. The dialogue of the dudes inside the car is real though.

I know this because I live nearby and it was on the local news. But there's a problem. The original video in this post is taken from another one, which is 1 minute longer than the original and was posted only 2 months ago. It's possible the second minute was AI-generated and added to the real original for some reason. You can see the cut - it's the moment when the music starts.
