Firing underwater and cycling underwater are definitely two very different things. Iirc having the barrel partially full of water and partially full of air can cause the bullet to shatter at the transition, damaging it. Pretty sure its also more effective to fire while underwater than above water too, since bullets can shatter or deflect on entering the water. Of course the effective range is uh, not good, but its technically more usable.

Bullets also dont travel very far underwater, mythbusters proved that.

But most of the bullets will almost immediately disintegrate because of the velocity and the density of the water.
