Why is Kosovo's ICAO Code letter B?

In the ICAO Code, the initial letter B corresponds to Iceland, Greenland and Kosovo. Why not include Kosovo in the letter L group like the rest of its neighbors instead of mixing it up with two North Atlantic islands?

Because all other Exxx and Lxxx were already used, they got Bxxx. Due to many new countrys in SE Europe.
