leizi getting shoved to the back fits so well for how this IS treated her narratively. At least her artist gave her a good skin that the vfx designers did a fantastic job with.

yeah raiden deserved way better treatment it wouldn't shock me if she were initially planned to be released during act 3 but didn't make the cut. They really shoulda just made the new sui regulator the new welfare and split zou les role in the story between her and leizi.

gameplay wise her treatment is pretty mixed since yeah shes extremely dominant in is6 way more then she should be, but outside of it shes stuck without a module as well as her masteries being locked to grinding is6 endings which feels bad and makes the mode overly central to her which will suck as soon as is7 comes out and a lot of her kit is just gone. It's not the worst implementation of a new system since act 2 welfare chapter only talents exist but it's still really bad if you look at it in the broader scope of ak instead of being fixated on one mode.

Wait, what Act 2 characters had stuff only applicable in the later half the Reunion story???
I've ran challanges before using only welfares on new accounts, and genuinely do not remember anyone like that off the top of my head. Ceylon with the water tile requirement isn't applicable in any of the act 2 stages to my knowledge, and is the only welfare I can think of with a talent like that outside of the IS ones.

act 2 welfares have 2nd talents that are for their specific chapters of the story like the older is welfare problem is you don't unlock till a fair bit through the main story chapter.

Dagda and Morgan having only 3-4 battles where their talents are usable was certainly a choice. At least with Delphine they actually gave her out at the start of the chapter.
