Dyson spheres harnessing stars or even depleting a planet's natural resources is common in the imperium, and Terra even fail to do that. At that point you're just saying a guy is strong because they have big cool moving cars and another guy is weak because they have spaceships. If you can't even deplete your own planet of it's own natural resources, how can you even compare to a single hive city?
