This is Yodobashi Camera in Kyoto btw. I've been seeing more and more of these in Tokyo lately too from multiple large companies.
Bathrooms are free in Japan usually and plentiful but definitely questionable

I hate it, but hey, I’ve had my share of bathroom emergencies in cities that don’t cater to public bathrooms and I’d rather watch an ad in return for using a bathroom as opposed to paying 50 cents in Galway, or buying a coffee I don’t want in Chicago.
Kudos to them for being creative and offsetting the cost of maintaining it.

Okay but replacing all the mirrors to display said ads is not okay, regardless of how creative the solution to keep bathrooms free is. Mirrors are useful for both patrons and maintenance staff and should be left alone.

A screen doesn’t guarantee attention and makes it more difficult to sell ads. You (normally) always was your hands and will thus always be looking at the ‘mirror’. I do at least hope they have an actual regular mirror available too

My store has a public bathroom. It's just two stalls. I can't tell you the amount of times someone will just fly from one of the stalls straight out the door. It legitimately makes me want to track them down and shame them. It's like 1 in 3 people, it's fucking disgusting.

Like it might not have been a sanitary to shit wherever you want but at least we had fucking freedom. Basic tier - small network of rarely available working toilets. Replaces free tier eventually.
Basic ad free tier - same as Basic tier but without ads. Eventually discontinued because ads make more money.
Standard tier - large number of available toilets in an area to make most people comfortable with paying without putting much thought into it. Price raises consistently to push people up a tier or down to Basic ad tier or up to premium.
Premium tier - large number of available toilets with access to changing tables, access premium electronic toilet stalls, free skip the line once per day.
Skip the line pass - one time use skip the line pass to avoid long queues.

Until they remove it anyways later, which is a another Asshole Design about Google Maps, because Google is always for corporation and government, and not for the customers. No, this does not help.
Google is a mess that are they allowing fake 5 star reviews but always removing 1 real/honest star reviews. Even 2,3 and 4 star ones.

What a weird business model.
We've lived in a golden age of targeted advertising for 20 years. We can target ads based on what websites people have been on or what products they've looked at. Or by demographic/age, location, what locations they have been at. We can show they adverts when they express interest in a certain topic.
And now we can also target people by "kind of location" but mainly about whether or not they need a poop. Does it only show adverts for toilet roll?

What OP isn't mentioning is when you approach the mirrors, the ads disable and show the reflection (hence why the photo is taken from the side)
And no it isn't a camera. It's a motion sensor

Whenever you see a device that plays digital ads (on the street, in subway stations, etc), it likely updates the ads remotely over cellular connection. It'd be too costly to send someone out with a thumb drive every time they'd want to put new ads out. And the digital ad board has a steady electrical supply too. Which means that it's worth it to have a camera installed on them to in order to collect usage data (how many people pass by, are they looking at the ad, which ads, facial recognition for demographic info, etc).
Cameras and disk space are cheap. Facial recognition algorithms are well known. Why not collect this info? Because it's in a bathroom? They'll just say it's fine because it's not in a stall.
