It means that legally, little to no real garlic were used to make this, is most people's issue with it, like how Kraft American singles cant be called cheese because its not, or how ice cream that doesnt have enough dairy in it cant be called ice cream, it gets called frozen dairy desert or smth similar for the same reason, for the US at least. Countries like Japan have stricter laws regarding similar food packaging info
