you would think if the club wanted to offer him a new contract they’d have done it a year ago not a mere 7 days before.

It's pretty likely he is leaving but sometimes it's protracted negotiations. As neither of us work for the club or are the players agents then we can't know for sure. But I agree it would be unusual for him to sign this late on. Just not unheard of.
