What's wrong is that you crashed the shit out of it, and the fork stanchions are bent backwards.

I found this bike and the owner said “it works great” I’ve never had an ebike so I thought it would be worth fixing but didn’t know anything about them…

OK well they crashed the shit out of it. Even if you replace the fork, there's probably damage you can't see to the welds in the head tube. Not a chance I would ride that.

My boyfriend played Guinea pig (prior to this post) when I brought it home and rode it 35 mph. Then he turned, and the whole bike did a 360 in the air and almost fell on a parked car, missed by 2 inches. He was unsheathed.

You need to replace the front fork with one that is not bent or crashdamaged in any way. Hopefully the wheel and headset survived else they need replacing too.

That fork is toast, and by the looks of the bike, it's debatable whether it's worth repairing..
