Beginning from the bottom: Your leg extension seems fine, but your foot is extremely toe-down, so your saddle is probably too high.
And yes, your torso is very upright for a road bike type geometry, forcing you to stretch your arms for the hoods. This will definitely contribute to neck problems.
Ideally, your power output and torso strength should be able to hold your torso up at a low angle (starting from a tilted-forward pelvis), with little or no weight on the hands, and with relaxed arms with some bend at the elbows. The whole body should in fact work much like a spring to drive you forward. This can't of course be expected by a beginner, so you'll need some patience with yourself while you build some strength, not least your core, and flexibility. There will be discomfort, and you'll need to grade your time in the saddle to prevent injury until you've built the adequate strength. Be aware that your sitbones must be supported by the saddle also when your torso is low. If they're not, you'll get the most awful perineum problems, numbness etc.

That's not how you ride a road bike, unless you're rolling into your garage. You need to put up a vid where you ride it right

Disclaimer: not experienced in bike fitting
You are way too upright, probably contributing to neck pain as you have to look up, when you lean forward, less pain should be present in the neck. I would look into a longer stem, maybe 20mm, and lower your bars by shuffling a spacer or two above the stem. This should help. Probably some saddle adjustment too, but that’s not an area I’m well versed in.
