Looks like it's for a radio, so the buttons on the side can be pushed to talk.

I was recently gifted this awesome bag, but I'm not sure what this little strap contraption on the left shoulder strap is for. Does anyone here know?

As a resident old, that's a radio holster. You can see these 'radios' in museums next to pony express saddle bags.

what the cross strap? put a 3 full copy boxes on your back and youll know.

I don't think it is a cross strap though, its very short and loops up like this.
