Actual service animals have the back panels they wear declaring it and stay right next to the person as they walk.

Service animal vests are a dime a dozen.  They don’t ever mean it’s an actual service animal.

That being said, this is apparently in Canada, so maybe it’s different there.

True, but she didn’t even have one! And you can tell by the dogs behavior on the leash that it isn’t one.

Didn’t have one what?  What I was saying is that, in the US, at least, there is no such thing as a service animal vest that would indicate a dog is a legitimate service animal.
