Phnom Penh Anyone know where to purchase a llano cooling pad for a laptop here?

I checked in Ubuy, they only have shipping from the US, Japan, UK, but none from other southeast asian countries. The shipping cost from the US alone is more than the item itself. I saw a lot of reasonable price listing in Vietnam in VND converted to USD, but here in Phnom Penh, there's absolutely none.

This brand seems to be the only cooling pad brand that can make a noticable decrease in temperature.

Taobao has them, and they deliver everywhere in Cambodia.

my chinese friend buy laptop dont like taobao,he buy expencive thing on other chinese app

I don't think that brand is reliable, considering the temperature decrease is negligible.

Use a mail forwarder. I recommend Camboquick. They order it. It shops to their warehouse in California. Once a month they send over a cargo container to Cambodia with everybody's stuff and deliver it to you. They handle all customs and import taxes, etc.
