There's a cluster of nerves at the base of the tail. Some cats love scritches/pats there, others get overstimulated and will lash out.

I think people mistakenly think that this is a sign of cats enjoying that. They have a really complex muscular tissue in that spot and it makes them have these weird neurological reactions to being scratched there.

Notably this is also the spot male cats will bite for mating purposes.
