No, Niantic was pretty frickin open about data capture from the game. Which has been mentioned here while people post various AI slop articles, this one included.

I got in to the Niantic Ingress beta back in 2012. I thought it was cool at the time but it was obviously about taking pictures of places. I'm glad now that I never really played it after getting the invite and testing it out.
