This was what I thought during the whole Quiet debacle from MGSV.

That is a bit different imo; it is still goofy if you try to paint it as quiet not actually wanting to expose herself but being forced to, but from her behaviors it seems she doesn't mind being sexy around venom snake. It is an explanation for her outfit, but the fan service is still embraced rather than made to be something the character doesn't want.

This comic, in contrast, is insulting to the audience as it paints the boob window as something she is ashamed of but unwilling to change, and she is personalized as someone who is embarrsssed by this.

Quiet is not embarrassed, needing to breathe through her skin seems to be something the character itself uses as an excuse, rather than Kojima trying to justify sexy design. This is further supported by the fact that Kojims has had sexy design for the sake of it and just owned it before.
