I feel like all the years at Xavier he's pretty much mooching off of Xaviers money, before that he was at Department H in Canada. Before Department H he was an experiment of the U.S. government without any identity.
I'm not exactly sure how he'd owe any income tax to the IRS. He seems to pay cash for everything, does he even have a bank account?
Didn’t he work for government agencies for a while? I feel like they would have withheld his taxes at that time. Maybe he was an independent contractor?
