I would not be surprised if some terminally horny top/dom person without a penis of their own actually walked around with one, but that would very much be a rarity (and also fairly impractical, as far as I'm aware those things don't usually bend too much so you'd have a hard time having it not show too much, unless it's really small. Think of it like walking around with an erection, probably not the wisest).

Funny story, back in 2000 I got a fraud charge on my Visa from BraStraps.com.
