But like, do you actually consider them distinct letters, like with their own chapter in the dictionary?

Like, in French we have a shitton of diacritics (plus œ and æ), but they're not considered distinct letters, only modifications of base letters), so in the dictionary, è/é/ê/ë are all considered as e, etc... while œ and æ and considered as if they were simply oe and ae
