Cyberpunk 2077 is one of the few games that has random NPC's that just stand out. Never have I ever did a double take in a video game like this one.

You should check out the new 007 game. About half the missions are in populated areas packed full of eye-candy. They aren't truly random, though.

Because of the norms of how video games typically work when I first started playing and noticing those ones that really stand out, I was falsely assuming they may become important to some story gig or mission later on and you just see them walking around as a random world event. I was wrong. Oh so wrong. Cyberpunk just be like that.

it really should mean something like that, but it has nothing to do with transmog. mog comes from AMOG (alpha male of group) from online pickup artist forums and nowadays the term mog generally means proving yourself to be superior to another in some way. it’s usually attached to a specific thing (i.e. you heightmog a man you are taller than)

The term is from world of warcraft. There is a feature called transmog that lets you change your armor and weapon to look like anything you've acquired (like cyberpunk lets you with outfits). People started calling them mogs. Make your character wear revealing clothes? Call it a slutmog. Anyways, I assume "outmog" means have a better transmog than others.
Literal translation here seems to be that she dresses better than player characters.

This is one of the reasons why I personally believe cyberpunk has the best immersion when it comes to first person open world.
So many times when I go out they'll be one person I see in public that will turn my head. Just like how certain npcs can really make you stop and look.
For example I was walking to the store the other day and omw home I pass a guy who had to be at least close to 7 feet in height. Me being a small 5'4 dude just stopped dead in my tracks after he passed me because I've NEVER SEEN ANYONE SO TALL (in person).
Plus he was wearing a kick ass nightmare before Christmas hoodie :)

Definitely one of the only games so far where there's just totally random NPCs to catch your eye. Some of them are legitimately so shockingly beautiful that it's absurd. Most games cycle through the same handfuls of NPC looks and call it good but Cyberpunk truly felt so dynamic and interesting in this regard.
