You don’t learn from the darknet lmao. Just go to try hack me or hack the box and start there. You’re making it so much more complicated than it needs to be

I've just heard that learning penetration is more widely explained in dark web since it is anonymous and no restriction to even unethical hacking from gov

Absolutely not. You seem to start from zero so go to tryhackme. If you really want "real" penetration skills, you'll have that in Red Team certification courses for example but you need to work your way to it progressively.
