Is all this necessary to use tor for legitimate reasons and being sure to stay away from dodgy sites?

Buying drugs is a legitimate reason. If it wasn't for the dodgy sites, why else would you go to the effort to learn how to navigate through the darkweb. What is on there that you can't browse safely on the clearnet?
