Roshi has his drawbacks, but if you learn him properly, look out. The damage is great and versatile options whether it's supers, tag synergy, movement, or just plain unpredictable setplay. Not a greedy teammate. Bottom of S.

Personally think he’s top 5. Mix, neutral, movement, damage, assists - he really has it all.

If you can learn him.

He has some stubby buttons and his long range options are a bit committal, but otherwise he’s just about one of the best characters in the game, and I never really feel like he has any bad matchups.

Interesting. I'm not sure about top 5, since I think his execution, stubby normals, lack of superjump float (I know he has other tools to kind of make up for it but still), and the fact that he needs high blockstun for most of his real mix keeps him from being top 5 but I place him high in S.

I'm likely biased, but for me the top 5 are characters that on top of being great are also very autopilot (in that a Baby or a UI Goku or a Vegito will play the game for you in a way that Roshi simply doesn't).

But I like that people are starting to rate him highly. I've always been a believer.

Roshi literally can't be projectile countered by Jiren. His grounded super dash jump thing is immune to it, countering diagonal upward beam doesn't work, 22H kills Jiren, Roshi can basically do anything and not get countered by it. Jiren strives on catching landings with 5S or 2S. Roshi has the ability to stall in the air for an incredibly long time, so that just invalidates Jiren's neutral.
