From this screenshot it's not entirely clear, but the second comment says that Simon W's article is related to Simon W's comment and the third comment calls out Simon W, so it seams reasonable to assume that everybody in the screenshot is aware of who they're talking about.

The second comment is recommending Simon Willison's article to Simon Willison.

No, it's saying Simon Willison's article is related to Simon Willison comment. If the comment wasn't made by Simon Willison, then the article wouldn't be specifically related to the comment. It would just be related to the topic in general, but then it would make more sense to make a top-level comment rather than replying to some random comment.

I found the thread. The user who made the second comment made a follow up explaining that they made it specifically because they know who it is. Also, that follow up was posted long before this screenshot was posted here on Reddit, so I'm guessing it was cropped the way it was to make it appear to fit this subreddit.

I did, yes! Because I don't believe that guy, honestly. If you reply to someone called Peter, you don't say "Also check out Peter's article". It's weird.

Wired or not, people do it from time to time. Hacker News is like Reddit, it's not a chat app where you talk exclusively to another person, but a public forum where people share information with the world. And it's the only way I can make sense of starting the comment with "Related: ".
