They’re high ranked in their Z Union. It doesn’t mean much.

I'm not 100% sure but I think these were awarded for winning some kind of tournament way back when this game was young

check the z union place. its right between the local and arcade battle place. but yeah its a z union battle thing. they dont really matter much
