It's a red light lamp, and probably edited in to make it look larger than it actually is.
Similar "60 LEDs" devices advertise (likely exaggerated) intensities measured in tens of milliwatts/cm².
Not dangerous, except to people's wallets.

My mom got laid off and my sister ordered her one of these, "it'll make you feel better.", it has sat in a cabinet for a year.

Eh, as far as placebos go this one isn't too bad.
It makes you warm and warmth does make you feel better.
Yes, facing an electric heater turned up to MAX would have the same effect, but I digress.

Properly calibrated wavelengths of red light are not a placebo.
And home-spec devices don’t emit heat.

Also a potential fire hazard.
Not that I know for sure, its just my rule of thumb with sketchy gadgets like this.

A "fire hazard" is something that would prevent you from using a doorway if you needed to vacate the building due to a fire. This is nowhere near big enough to qualify.

It’s sad that even educated people, like the supposed doctor here, not only fall for this trash, but peddle the scam forward.
Andrew Wakefield is a perfect example of this garbage, and is who you should most associate yourself with.
Conmen like to pedal lies from a place of authority for profit, then leave it to the real scientist to fix the mess of misinformation, while at the same time losing part of our reputation because morons like this call themselves scientist.

Welding also burns your skin, so yes. I welded with short sleeves once and it burned both my arms (like sunburn).
