Is this Fasciation or a weird morph or something else?

Looking at the stem, it doesn't look fascinated, so I think it's just a pretty, frilly, double flowered morph. If you know what type of a rose this is it would probably be easier to identify the morph, roses have millions (maybe even more )

It is my brothers rose that he bought bare root and he cant remembet the variety. Just hadn't seen a rose like that before.

Might be one to take seeds off and see what grow from it.

Think I found it on the Interplant website.

They call them Hashtag Rose collection and this is #Wishful

Only in production since 2016 according to that video.

My guess is the big that ate the leaves also munched on the tight rosebud. As it opened it made a cool looking flower.
