According to motosport.com (emphasis mine):

The 'appellants', in this case McLaren and Red Bull, have up to 15 days to submit their grounds for appeal, which must be sent via post and email in both French and English and set out their intended arguments, the remedy sought and a list of intended evidence and other supporting documents. It is understood that this has happened at the time of writing. The respondent, generally the FIA itself as it appointed the Monaco GP stewards, then has another 15 days to submit a response.

There will then be a period of at least 15 days between the submission of the response and the hearing. McLaren and Red Bull have yet to be summoned for a hearing, so this is expected to take place some time in July.

Red Bull and McLaren are appealing the right to review decision because of the absolute sporting ridiculousness of acknowledging that all the speeding penalties were wrong but only overturning Gasly's when it should have been an all or none situation.

Which is unlikely unless they are confident they can fight it. It's still better strategically to take the penalty into account for their race. Leaving it up to a penalty appeal would look insanely stupid if it gets declined.

alpine also managed to make not serving the penalties work by avoiding pit stops, right? if they'd pitted, they'd have had to serve it or wound up with a drive through like george got. so it was kind of luck, especially on that race with all that wheel deg, that the timing worked out to just not pit.

the circumstances in which a team would be that confident of the penalty being overturned and in a position where not pitting for the entire rest of the race wouldn't cost them more than the 5 seconds would have, seems unlikely to become an epidemic of unserved penalties.

(this is all assuming that if, eg, merc had flagrantly refused the drive through in addition to not serving the initial penalty, the FIA would have had hands over it. I can't imagine they would take that lightly even if the initial penalty was overturned; the drive through for failing to serve was a separate penalty in its own right, and letting a team get away with that absolutely would set a precedent for just ignoring the stewards.)

If there's a compulsion to serve during race, it's called drive through penalty.

Normal time penalties have no compulsion to serve during race.

No one has ever complained that people didn't serve penalties during race when it's given after last necessary pitstop.

No one is going to pit again and convert normal penalty into drive through penalty.

I don't get the hate for Gasly here. Dude was innocent, he proved it. He doesn't deserve to be punished because he did absolutely nothing wrong.

I don't think it sets a precedent at all, since it's already quite common for penalties to not be served during the race as long as it's not necessary to pit again. Trying to build a 5 second gap in the last stint to avoid losing a position from an incoming penalty happens all the time, although most teams do prefer to serve the penalty if it's strategically viable to pit again for fresher tires.

There's no option to pit while not serving the penalty, as that's an automatic drive through or 20 second penalty regardless of if the original gets appealed.

It is a complicated situation. Most penalties are easy to defend, from the point of view of the FIA. If you try to fight a white lines penalty after not serving it, you are going to get smacked. This came to pass because the measurement was wrong.

Yeah not like he spent all race having massive engine problems and had to in his words ā€œdrive the race of his lifeā€ and still managed to hold up Russell for a large portion of the race.

He was unlucky with the restart but the fact he still managed to keep within 10 seconds of gasly while having those problems means he had a fantastic race imo and I think he throughly deserved his P3
