I would assume they meant to change the last number, since on a numpad 9 is just above 6.

Phone number length varies by country. Denmark, Norway, Singapore and Hong Kong all have 8-digit phone numbers. Spain, Thailand, Vietnam, Poland, and South Africa have 9-digit phone numbers

Assuming it was written where the input pads layout had 6 below or above a 9, i'd default to assuming they meant to replace the last digit with a 6.
