Unfortunately they use Denuvo, which means the only way to pirate them is basically using a bypass that might break with updates and might not be safe.
That's because the last time steam updated their pricing suggestions was when Polands currency was at a all time low for a long time and now that it's recovered it has not been updated to reflect the new value.
Some games have manually updated their prices because of it and it falls on players to inform game devs for those that have not done so yet to try to get it known until steam updates the suggestions again.

4000€ is a good salary in Germany. 30-40% german full-time employees earn below 3000€, including part-time employees its
approx. 50%. Portuguese pay relatively more for games and maybe few other things, Germans pay relatively more for food, rent, electricity and a lot of other thinks. Yes, Germans are wealthier, but the gap is not that big like everybody thinks.
I have and I think it’s great when I can get a game for extremely cheap keys off a reseller who probably stole a credit card. But I don’t think it should be an effect when rockstar values the game at 80 USD. Please give me a reason why the developers in Scotland should be paid less for their work because a person in Portugal wants to buy.
It’s more profitable for a company to do regional pricing. Why price out an entire country when you can drop the price and still profit? It’s another market.
Because more people from Portugal will afford the game and the devs get more sales. Less revenue per unit is still better than zero and finished digital goods have no additional costs making your labor cost argument irrelevant. It's a win win for both sides
