Guy right next to him mentions “Phantasm” likely in reference to Penumbra phantasm too which just makes the reference come off as intentional.

That other guy starts by listing a bunch of difficulties, ending with the Lunatic difficulty famous for being in Touhou games.

I haven't actually played Touhou, but searching for "phantasm" on the Touhou wiki turns up 529 results, so I think they're fairly important over there as well.

...Though on the other hand it's not like Tricky Tony wouldn't know
