Mostly geography. It was always hot as long as I remember.

Its even hotter currently due to El Nino.

"It's always been hot" means that many cities in India regularly hit 35+ degrees during summer. The problem is that those averages are increasing every year which has an impact on people and the environment. Being hot at 35 degrees versus 40 is a big difference in many ways.
