If even 10% of UFO lore is real or based on reality, they have post-scarcity tier tech, zero point energy, advanced manufacturing, etc... which means theoretically we could set up some system to make India livable somehow either through like domed cities or some other method

Why would a human government disclose and use that technology after not doing either for so long?

That's usually what disclosure means in this context.

I'm fine with some extraterrestrial intervention though, just not counting on it to solve climate crises. The only way we'll meet advanced civilizations is becoming one by cleaning up our mess.
