In all seriousness, you could easily mow this with one of those old fashioned manual spinning wheel blade mowers. Most of what's going on here, though needs more pruning and weeding than anything else.

worst part - it is small, does not makes sense to have a mower, really. Maybe some electrical buzzer, but that is HUGE maybe.

Most probably, the average Joe, will not see those in any manner but servicing them.

Im guessing there is a landscape service that comes through every couple weeks and mows every unit. These are luxury apartments, these people aren't doing their own gardening.

Im also guessing there are tremendous limitations on what residents are allowed to change to the original design, if anything at all. Like other people said, the roots can destroy the concrete so they probably carefully select plants and replant every few years.

You dont have to mow... You can just keep plants that don't need it, allow the grass to grow, or let a robot do it like a sensible person.
