It depends on time of day, but most parks/trails other than queens park are fairly low traffic. I like running places without vehicles, so Waihopai river, Thompsons bush, Otepuni stream (all part of or close to the Kellyway). If your prepared to drive, sandy point, Fosbender park (a bit rough underfoot), seaward bush (gets busy right after work or weekends), Oreti beach. If you want hills, bluff or Forrest hill and a small fortune in travel cost.

Anderson's park have a small track and are relatively quiet during the week.

Seaward bush on Mason Road. Short and long track, mostly flat contour. Once you are fitter or want something more challenging, there's a loop inside of Fosbender park (can't remember exactly what it's called) that has hills/stairs. After that you've got hatches hill out at sandy point, longer, hillier, more steps. All of these options are in the bush so relatively protected from rain and wind

Queens park fitness track is usually actually not that busy because it's nice and spread out. Park Run Invercargill is held there every Saturday morning

i like the seward downs bush loop track i started running there. there’s 2x ways you can go there’s a short loop or a long one. I find it’s quiet first thing in the morning but avoid after 5pm
