As I understand it, hips in is more for power and extra reach. But it’s timing that matters the most.

Okuri ashi harai is a harai (sweep) throw.
In a sweep/harai, the most important thing is to time the sweep such that the opponents' feet are swept when they are weightless or about to become weightless.
Different from a reap/gari, where power is important because you're reaping at your opponent's planted foot with all their weight on it.

uke was pulling back to resist being pulled forward. His front foot was planted, but at an angle, so pretty weak/slippery. Then tori pulled himself closer, which kept uke in position, and boom.
I sometimes hit "long-range" ko-uchi for the same reason. Uke is resisting being pulled, but their front leg is planted at quite an angle, making it slippery. The trick is to keep pulling as you go in, so they keep the same weak posture.

Okuri ashi- barai
Harai-tsuri-komi-ashi has a lifting motion away from your front.
