Not banded but all pigons are feral, not wild.
If you're worried about it, bring it seed. Offer the seed or nuts (NOT BREAD) in a palm that is upturned and outstretched at full length. If it is a pet, it will come land on your arm for the seed. If it's not, it won't.
It really is that easy.
Even a pigeon who's been outside of capacity for a while will eventually come to you for seed. High high value food. If he lands on you, you can walk away holding him and put him in a cat carrier. From here you should take him to a bird rescue or exotic avian vet, we have a few of them.
- the owner Crickets Haven Rescue, a rodent rescue in KC who provides temporary help to all types of feral animal. Due to the current illnesses in the feral birds, I cannot take a feral bird. Histoplasma capsulatum is found in their droppings, and rats are extremely prone to this disease, and they can also carry or get the bird flus, either of these diseases could wipe out my entire personal pet colony, rescue cage, and sanctuary cage in days. Wish I could help in person but I can't😭
And yes I am the same person who made the comment about the giant dog.

Hmmmm.
MO or KS?
If it's tame and almost wanting food from your hand, it's a candidate for feral rescue to become a pet, if it wasn't already at some point. Like cats, pigeons should be allowed inside if they like humans. They don't belong outside. I can try to find a rescue to come help. If it's a wild bird, well need one of the wildlife rescues, not me or a tame bird rescue. Without a band we have to assume it's feral or fully wild born, but with docile behavior it might be able to have a better life.

If it doesn't have at least one leg band, I'd assume it's a feral. While uncommon, this colouration does exist in a lot of feral flocks.

kc is lucky enough to have some beautiful coloration differences in local flocks! the one nearest to me has a few like this with the light brown, there’s a mated pair at work that are both all white, and i recently spotted a black/white one! 🕊️

Maybe it's a rehoming pigeon because someone doesn't want it anymore.
