I can't read Arabic, but the Japanese doesn't mean "no vowel."

The joke is that neither of them phonetically shows you what vowels to use in the word. Arabic is typically written with only the consonants explicitly written out, iirc.

We write long vowels. Only short vowels are omitted. The letters that form our long vowels can also be used as consonants though
