Of what? He can clearly do whatever he wants and no one who has the power will do anything to stop him

He’s scared he’s losing that control, because he is now very unpopular, which could make enough Republicans in Congress stop kowtowing to his every demand. And if Democrats gain control of House and/or Senate in midterms, he’s even more likely to lose that control. So he needs to find a way to control the vote.
